Jeff, It is hard to imagine a case this semester that is not somehow related to remote instruction and other issues surrounding the pandemic. Because the CV gives the students some benefits that the IN does not (see here), I would lean toward assigning every student that you would normally give an IN a CV. This will signal to anyone looking at their transcripts in the future that it was this semester.
Typically the instructor makes decisions around whether a student is missing work and thus has an incomplete. However, being transparent and discussing what the “CV” grade is to students is important. Letting them know taking more time to complete work is an option can be a big stress reliever, as many of them would have never had experience with an incomplete grade before.
